At or just above the top of the kneecap, roughly 22 to 25 inches from the waist on an average height. The distinction from a midi is real, since a midi carries on to the calf. Knee length is the traditional formal length for a skirt and the one most workplace dress codes assume.
Because it is the only length that reads correctly in every setting.
